when we start our server it's take lot of time on applying computer setting

As suggested by above please check your DNS settings and do not configuere any Public DNS in NIC properties of any servers
Please mention your OS and if the server is domain member or controller or is in workgroup, is there any software deployment policy deployed .?
You may start nelogon logging to drill down the issue ..Below link explains how to enable netlogon logging

Please read the article carefully and take relavant registry backup prior performing the changes
