Migrate Windows Small Business Server 2003 to Server 2012 Standard

Hello there,
Is it possible to migrate Windows Small Business Server 2003 to Windows Server 2012 Standard?
When I try to promote the new 2012 Server as a Domain Controller I get the following warning:
A domain controller running Windows Server 2008, Windows Server 2008 R2, or Windows Server 2012 could not be located in this domain. To install a read-only domain controller, the domain must have a domain controller running Windows Server 2008, Windows Server 2008 R2, or Windows Server 2012.
I have tried using the Migration Tools built into Windows Server 2012 but the .\SmigDeploy.exe fails to install onto the Source server (Windows Small Business Server 2003 SP2).
Error: Windows Server Migration Tools is not supported on this operating system. Windows Server Migration Tools is supported only on computers that are running Windows Server 2003, Windows Server 2008, Windows Server 2008 R2 or Windows Server 2012.
One idea I've had is to setup a VM running Windows Server 2008 R2 then promote that as a domain controller and then promote my Windows Server 2012 box as a Domain Controller. Is this the only way, does anyone have any other ideas?

Hi,
If you want to install read-only domain controller you must have at least one domaine controller running at least Windows server 2008/2008R2/2012.
