Best way to measure latency

Can we get some specific information on this? When we talk about latency is it network latency or any application related latency?
Are the two data centers connected via WAN & are they in two different physical sites?
If we are just looking for measuring latency then you may install network monitor on the servers between these two data centers & check the time delta between packets sent & received.
