Users cannot change the background on Terminal Server 2008r2

Wednesday, November 16, 2011 9:07 PMI am starting to convert users from a Win 2003 TS to 2008r2 RDS and I have an issue with the users not able to change the desktop backgrounds. I have Desktop Experience working when I (as an admin) log in but the non-admin users get Access denied messages when trying to right click on the desktop and click Personalize. I have tried disabling the policies that prevent users from changing backgrounds. Still no avail. I can see they are getting an Aero desktop but they cannot change it from the stock 2008 background. How do I enable them to change this?

Hi,
Please make sure this KB has applied in your Windows 2008 R2 RDS.
The "Desktop Wallpaper" Group Policy setting is not applied in Windows 7 or in Windows Server 2008 R2

Then disable the policies that prevent users from changing backgrounds and run GPupdate /force in RDS server to see if it’s worked.
You may check the policy “Remove remote desktop wallpaper” in this path:
User Configuration\Policies\Administrative Templates\Windows Components\Remote Desktop Services\Remote Desktop Session Host\Remote Session Environment.
You can use this setting to enforce the removal of wallpaper during a Remote Desktop Services session.
If you enable this policy setting, wallpaper is not displayed in a Remote Desktop Services session.
If you disable this policy setting, wallpaper is displayed in a Remote Desktop Services session, depending on the client configuration.

I fixed it. I created a new OU and moved the server to there with no policies applied. I then started adding policies back one at a time until the issue came back. I fixed the policy and now the user can change the backgrounds. Just for reference I was getting:
Explorer.EXE
This program is blocked by group policy. For more information, contact your system administrator.

Friday, November 30, 2012 4:29 PMI found my issue. I had to copy the current security policy, link it to a test OU and moved one of the server there to test with. I found that the policy "show only specified control panel items" was blocking the desktop background for users. What i did was to remove that and i enabled the "Hide specified control panel items" and that seems had worked just fine.
