Hello,
Thanks for your post in our forum, and I’m glad to provide the support assistance for you.
Generally, the error message means that the default e-mail client used by the logon user is not proper specified. Please use the following steps to narrow down the problem’s scope:
1. As the Registry value cited in your post does NOT necessarily mean the default program is configured properly, based on my test. Please re-check the default e-mail client application configuration using:
Control Panel - Default Programs - Set your default programs: select "Microsoft Office Outlook", and click "Set this program as default".2. We need to check if the issue occurs in all the scenarios or only the terminal session scenarios. If it is the former one, you may need to troubleshoot this issue from Microsoft Outlook 2007 side and we will help you find the better resource that focuses on this field.
To check this, please temporarily give a test user locally logon permission as well as the Remote Desktop User permissions. Check the same mailto link in both local scenario and the remote scenario and let us know the result.3. If the issue occurs only in terminal session scenario, we need check the installation of the Microsoft Outlook to see if it works correctly for terminal services and multiple user mode.
Generally, you need to install the applications after the configuration of the TS roles, otherwise the applications may not correctly run in TS mode. In such a case, please reinstall the application using TS mode. For more information about this possibility, please refer to the TechNet article. Thanks for your cooperation and I’m looking forwards to your reply.

- Hi,
This issue can often be solved by switching the default e-mail client to another program, and then switching back to your preferred e-mail client (in your case Outlook). I would suggest you switch the default to Windows Mail and then switch back to Outlook. When I say switch I mean using Default Programs in Control Panel.
Sometimes the above does not solve it. In those cases my next step is uninstalling/reinstalling Outlook, then trying the above technique again. Finally if all of the above does not fix, I manually analyze/edit the registry as well as the MAPI subsystem with help from a working server of the same version. I look at the version of mapi dlls being loaded, registry settings, etc., until I resolve the problem--it can be tedious, but eventually I solve it.
There is much more to the default e-mail/MAPI program configuration than the two registry settings you mention.
Thanks.
