Windows 2008 Terminal Server Printing slow across WAN

Hello, We have a 64bit, 2008 Terminal server with multiple branch office locations. When trying to print from 1 office to the other (to a Konica Minolta copier/printer via TCP/IP). The printing is very slow. If I select a 1mb pdf file to print, when I look in the queue it says the job is spooling 35mb and prints 1 page per minute.
I have tried installing the TCP/IP printer directly on the Terminal Server and printing from the admin account. The problem also happens when printing from the client workstations via the redirected printer driver through the session. Any ideas as to why this is happening?

The printer is Xerox Workcentre 7228 copier/printer, we have a Comcast business Internet at both locations, 16mb download speed, 2mb upload speed. We have a working ipsec tunnel between the offices. I am wondering why it is trying to spool 35mb of data for a 1mb file? The internal network is running at 1gb at both locations.

Hello,
This printer may not support Windows Server 2008, accoring to the driver downloading page:
That may cause the abnormal spooling behavior.
I recommend you to contact XEROX support to confirm the compatibility in Windows Server 2008 TS environment firstly.
