One of our clients had Windows 2003 Enterprise TS with 4GB RAM running over 8 years without a major problem. Now, they are getting more and more user (over 50 sessions). Once per while, the TS reboots with blue screen. Recently, we migrated it to a VM with 2 CUP and 42GB RAN on Windows 2012 Hyper-V (can’t upgrade it to windows 2008 RD because the application is not compatible). They don’t have reboot issue any more, but sometimes the CUP keeps in 90% level. I would like to know any one run over 70 sessions or more on their windows 2003 TS? What are the maximum TS sessions of windows 2003 Enterprise?

In theory,there are no exact count for the max TS sessions as long as the hardware performances are good enough for the high workload of the applications.
If the CPU keeping in 90% level is due to certain application,you may try to add more CPU to see whether it works.If it doesn't work,you can ask your application vendor to see whether it is caused by other issues.
