Windows 2008 File Server Cluster and File Server Resource Manager

I'm trying to configure a w2k8 cluster for file server. It's going to be Active /Active.
How do i configure the File server resource manager?
I can install "a new service or application" and get the service i want.
But how can i configure the quotas for when i move the service for the other node it will manage the 2 virtual file server ?

Quotas and file screens on the volume exposed to the cluster must be configured by connecting to the node that currently owns that volume."
