    I have tried these two (first and second) tutorials, and my server time is still 10 minutes off. Any other suggestion?

    I found this thread and it seemed to work for now.

    w32tm /config /manualpeerlist:us.pool.ntp.org /syncfromflags:manual /reliable:yes /update
