  to connect 2 different network you will be a router to flow the traffic

  example 192.168.1.0/24 and 192.168.2.0/24

  You can make windows 2008 work as a software router to achieve your goal

  Yes two different networks(subnets) through 2008 server can be connected.

  Yes vpn technology is available in 2008 server
