Active Directory Domain Users are unable to change their password.

I have Active Directory 2008 with a domain configured in it. My question is. I have users who always complains that they are unable to change their password when ever they change their password message came "Unable to update password, password does not meet complexity, history and length requirement.
I have Domain Functional level is 2003 not 2008

Can you start be reviewing the following documentation and policy? Can you create a test account and place in the same OU as user complaining and repro issue?

Store passwords using reversible encryption ?It all depends on IT Policy of the company. You need to decide what best suits for your environment.
