On Windows XP you can get form to change password by pressing CTRL+ALT+DEL and choosing Change Password

It seems that you create two different user accounts locally and you are trying a local logon using them. If this is the case then this is expected and normal as there is no relation between both accounts.
User accounts can be asked to change their passwords because the option User must change his password at next logon is checked or the password had already expired (Depends of what you have set in your password policy).

When you check ' user must change pass in first logon..', the user you created must change their password in first logon.
When the user first logs on, he/she will be prompted that 'must change password'. By clicking Ok, change password window will be displayed and user should be able to change his/her password.

OK
If you want to prompt your users to change password you must configure this in your GPO
This setting is here
If you don't have this option configured your users will not receive notifications about password change

Client can't join domain without administrative credentials
Only members of Domain Administrator group or Account operators can join computers in domain. But only with domain credentials.
And uesrs will be prompted only if you define this in GPO
