Windows Time services

We have two different servers in two different locations. One of them is running Windows 2008 R2 WEB Edition and other one is running Windows 2008 Enterprise Edition.
Both of them has oracle database running and these two database have to be synchronized together, but because of the time differences we are facing with synchronize problems.
Even we showed the same time service to both servers, they always having time difference between 10 minutes to 30 minutes, and because of that we are having big problems
about synchronization of databases. We are using time.windows.com for time service in both servers.
How can we set the time same for both servers and both get updated at same time with the date ?
Note : I do not want to connect system date to bios date.
