Server Migration or Not??

I have a windows server 2003 that is the dc dhcp and dns but the network only has 4 users on it for the whole network. The main software program on the system is a medical program with a sql express backend other then that the server is just running.
The owner wants a new server windows 2008r2 The medical support people tell me that alls I need to do is install there program and then copy over the data from the old to the new.
So my question is the old domain name is name.local I want to change it and put on the new one anothername.local .....
With just 4 users on the network and one user account they use to log in do I have to do a migration from 2003 to 2008 r2?
Or can I just create the new server and then recreate the user account in ad and this work? disjoin the users from old server? setup the new one and rejoin to new domain and not need anything from the old one?
Please give me all your thoughts and ideas on how you would approach this project...Bottom Line do I really need to do a migration?
To me it seems simple but my gut say hold on check it out first before you jump in
