I have a problem when create user in AD:
any one know what's happening ? is it about global catalog?
this AD is a new server and new AD. I see the master is already in this AD.

If you encounter this error message while creating a new user in Active Directory in a Windows 2000 and/or 2003/2008 server:
"Windows cannot verify that the user name is unique because the following error occurred while contacting the global catalog:
The server is not operational.
Windows will create this user account, but the user can log on only after the user name is verified to be unique.Make sure the global
catalog is available. For more information about troubleshooting this issue, see windows help."
Chances are the server you logged into does not have the GC for short (Global Catalog) enabled in the Domain Forest. To enable the GC option Run "Active Directory Sites and Services" in "Administrative Tools" you can find it either in "Control Panel" or in "Start > All Programs" or you can simply Run "dssite.msc"
Once the dssite MMC console is up
Drill down into "Default-First-Site-Name > Servers > Your-Server-Name > NTDS Settings"
Tick in the Global Catalog check box, and allow anywhere from 5 to 15 min (or more if you have multiple AD servers) to replicate across your Domain.
If it was successful you wont see the same error message again.
