Network Printing Slow

My network consists of the following
HP Proliant Server Running running
Windows 2008 Server R2 with the following services
Active Directory
Domain Controller
DNS
DHCP
Routing and Remote Access
30 Workstations all joined to the active directory and running windows 7
4 Network printers (HP) all configured with static IP addresses
The printers are configured on the workstation directly with the printers IP address.
The problem I’m having is basically with printing. It comes times when printing is extremely slow. It can take up to 1 hour to print a single page document, and it happens with all the workstations and all the printers. It doesn’t matter what printer the user picks or from what workstations we are printing, it just takes for ever to print. This happens mostly during the day. It comes times when all of the sudden it starts to print normally again for a couple of hours and then it gets extremely slow again.
What can be causing this? Obviously is not the printers fault because it happens with all the printers connected to the network and not just with a particular printer. It seems like a server problem maybe a DNS problem?. What steps can I take to solve this issue? Any help would be greatly appreciated.

If you suspect DNS can you post an unedited ipconfig /all of both server and problem workstation?
