Multilanguage pack for Windows Server 2008 R2

Good afternoon everyone,
I would like to install the Japanese language pack for my Windows Server 2008 R2 Server so that a few of my users may switch from English to Japanese when need be. I have downloaded the Japanese file from: http://www.microsoft.com/en-us/download/details.aspx?id=1246
However, when I execute the file nothing happens. Could someone please provide some information as to how I am to install this. I have already tried to do it from Windows update but the language packs do not appear there.
