Thank you for your question, although we might need a bit more information from you. Is there any info in the logs about any errors that are happening? When this problem happens is the Routing and Remote Access service in a stopped state? Has there been any recent changes made to the system?

    Hi,

    Please reconfirm below points.

    1. Your “Routing and Remote Access” Services running or not?
    2. Is it set to automatic or manual under "General" Tab?
    3. Checked your “Recovery” Tab. Refer link. http://blogs.msdn.com/b/jcalev/archive/2008/01/10/some-tricks-with-service-restart-logic.aspx

If not then try to install below hotfix.
