The key management service does not have enough computers registered

Hello Experts,
I am trying to activate windows 7 via the kms server (windows 2008 R2) however I keep getting this error message stating that the "The key management service does not have enough computers registered..." I know there is a threshold of 25 registered computers for windows 7 before the kms start working correctly but is there a fix or a way around it?

No, you must have 25 machines (any combination of WinVista/Win7/Win8/Server2008/Server2008R2/Server2012).
They can be physical or virtual machines.
Until you have a count of 25, your KMShost will not begin issuing activations to WindowsClient OS editions (WinVista/Win7/Win8) of KMSclients.
WindowsServer OS editions, and, MSOffice editions, only require a count of 5, then KMShost will begin issuing activations for those products.If you will not have 25 KMSclients for some time, I recommend you configure the current clients using MAK instead of KMS.
Then, when you have 25 or more, you can re-configure those from MAK to be KMSclient.
I recommend you use KMS, if your fleet will be in frequent contact with your network where KMShost is available, and, your fleet will be 30 or more machines. It's not great if your fleet is only 25, and some of those might be off the network for a time, your KMShost may fall below 25 and then cease issuing activations again.

I do have have over 25 workstations to register. So until I get to 25, do I have to manually register the workstations with the KMS server if so how do I do it?

Ok, more than 25 is good.
Each of these machines will need to be "converted" from MAK to KMSclient pkey.
Only when the 25th machine is converted, will all 25 machines become eligible for activation. As each of the machines re-contacts KMShost, it will be issued an activation by the KMShost due to the threshold of 25 being reached.
A KMSclient which contacts the KMShost, is instructed of the current count on the KMShost, and the KMSclient will re-contact the KMShost frequently if the 25 is not met. When a KMSclient is issued an activation, it ceases the frequent contact cycle.
VAMT can be useful for performing these reconfigurations, remotely (so not too much running around :)
