When a user does: (Ctrl-Alt-Del, Change Password) on a XP  or windows 7 PC  in order to change a psw on Windows Server 2008 R2, they get: "You do not have permission to change your password" error.

if the users first maps a drive on the server and use the same psw/ID (I set up a share for this), and then try to change their password, they can successfully change it.

2008 R2 Server is a member of workgroup not a DOMAIN.

Thank you, in advance for any help with this.

In Workgroup, when a user does (Ctrl-Alt-Del - Change Password) on a XP  or windows 7 PC, it only changes the password locally. I don’t understand how could it change a password on a Windows Server 2008 R2. Could you please elaborate?

Logon XP/Win7 client using the Admin account and check if "User cannot change password" is enabled.
