IP config is incorrect.
You need to use ISP IPs as DNS forwarders. Remove those IPs from alternate DNS server settings on client machine.

Once you make the changes, restart the DNS server.

Hello,
When you say join domain, do you mean log in as a domain users or actually join the PC to a domain?
If this is the first attempt at logging in as a domain user from that pc/laptop, I would suggest using an ethernet cable first, this is because the laptop's wireless software may not take effect until you have logged in. After that, your cached credentials will get you in then the wireless will connect.
Of course, this is only a guess because there is no information to go on here.
How are you trying to join the domain?
What error do you get?
What are the steps you are taking?
Are you using the domain's FQDN or Netbios Name to join?

Wow! So after all that you reformatted the server? Great way to learn though..
Remove the Comcast DNS from DHCP, the client should only be getting the server's IP (I assume the server is static). As Santosh mentioned, Comcast DNS should be in the DNS forwarders.
If joining the domain using NetBIOS fails, try the FQDN or vice versa. i.e. Use domain.local or domain to join.
What is happening when you try to join? Does it find the domain?
Is the DNS role installed on the server? If the server firewall is ON, is port 53 open for LAN?

Why would you like to turn off the DC ?
If at all, you would like to access Internet when DC is down or turned off, you can still access Internet from client machine/s by assigning the static IP temporarily.
