Problems with system privileges

I need some help with the local administrator privileges of one server.
The problem that I have is:
Some partners are making a lab with Elektron Radius in one Windows Server 2008 R2 equipment. In the final steps of the intalation, when the software start the services, the computer shows the following message:
"error 1920 service 'elektron' (elektron) failed to start. verify that you have sufficient privileges to start system services"
I found that to resolve this problem I have to include the user account that we are using to an AD Grooryup. But we are using a server in a external network without Active Directory.
How I can give the privileges to start system services to a local administrator account?

If you are in a workgroup, check the system's account under what the service start. Make that service in local administrator on the computer. (http://www.shogan.co.uk/windows-server-2008/adding-a-user-as-a-local-administrator-windows-server-2008-update/)
Be advised, it's a generic's error, so it can be anything as a error. Check with the service vendor to be sure everything is fine with their config. As they surelly can log the start-up of that application.
