Hiya,
The VPN connection needs to allow "local LAN accces" for this to work.

In Windows server OS, we can install the Routing and Remote Access Services component to make this server as a VPN server. The following are some RRAS related articles, I think it can helps if you want to setup a VPN server.
Install RRAS
