If the firewall is disabled then all traffic will flow in and out with no interception, the rules will be ignored no matter what colour they are.- Proposed As Answer by cguan Friday, December 07, 2012 1:38 AM

Hello,
Melakh is correct, if the firewall is off, the rules are ignored and traffic is a llowed to flow freely. Please note however that there are different zones, domain, public and private. So if you are experiencing blocking issues despite the fact that the firewall is off, check whether the appropriate zones is turned off.
