Windows Server 2008 R2 wuapp does not open

Hi,
we have a windows server 2008 r2 with sp 1 installed that won't get updates from the internet because when we try to execute windows update, nothing happens, no errors, no events, no nothing. i tried to execute it from system32/wuapp but nothing, same with wuauclt.exe. When i tried to find something online all the posts i find are based around WSUS, but we trying to get updates from the internet. any idea would be great.

Reboot the server once Windows Update components have been reset.
Delete the temporary files, Disable the AV and Windows Firewall temporarily and then try updating again.

I’d run virus scan first to make sure the server is clean. Then, run Reset Windows Update from the below URL.

If it does not help, probably wuapp.exe or certain other system components are corrupted. Try run the command sfc /scannow.
