Roles installation suggestions based on licencing

Hello,
I hop i am in the right forum for this.
We are about to make an installation of a new Windows Server 2008 R2 licence in a company where there is an SBS 2008 already installed.
The installation will take place as follows: in a new hardware we will install WS 2008 R2 with only the HyperV role and we will install two 2008 R2 VMs.
There is no budget for addiotional server licences.
The tasks that we need to cover are:
1. Additional DC (DNS, DHCP)
2. File Server (DFS)
3. Terminal Server (RDS)
4. SQL 2012 for Forefront Endpoint Protection 2012
How do you suggest to distribute these roles/works to the 2 VMs (since we cannot install anything else to the physical server).

Hi,
A TS is not a good design on a DC.
So I would make role 1,2,4 in one VM, and the TS alone.
