RemoteFX - Insufficient system resources exist to complete the requested service

Here is my server:
Dell R815
Windows Server 2008 R2 Enterprise
4 x AMD Opteron 6272 which does support SLAT
256GB RAM
ATI FirePro V5800 which does support RemoteFX
RDS RemoteFX and Core Services installed.
I added the RemoteFX 3D Video Adapter to the VM in Hyper-V and when I go to boot I get the following error:
"Microsoft Synthetic 3D Display Controller (Instance ID {113560EA-48CD-4BD1-8828-FCEC44E2B5D 5}): Failed to Power on with Error 'Insufficient system resources exist to complete the requested service.' (0x800705AA). (Virtual machine ID 2365CFB4-8281-4E1E-B76C-1C EB672257B5 )"
I have tried this with the RemoteFX Cap Driver enabled and disabled. I followed http://support.microsoft.com/kb/250 and verified message text wasn't the issue. I ran across posts talking about the domain minimum password length of 14 characters. Our's is 10 so that didn't help. I also installed KB2523676, no luck.6391 I am out of ideas.
