Inserting Ads to live pushed streams

Hello,
Windows Media Server 2003 come with support for Advertisements. I am not able to figure out, how one would insert an ad to a live stream that is being pushed from expression encoder. How would this be possible, I have some pngs and some video ads that i would like to insert at the start of the live stream, whenever some one connects to that live stream.
