Windows 7 SP1 wants full download via WSUS - why?

Hi all,
We are trying to update any remaining Windows 7 machines to Service Pack 1 through our WSUS environment.
The trouble is, all the clients I've tried so far try want to download the full 538Mb download from our WSUS server. Why???
If I point the same clients to the internet instead and try the download it reports that it will be between 44Mb - 540Mb (for instance), and then just downloads what's required for that machine - in both cases about 65Mb. Why doesn't it work this way from WSUS - it works OK when we update machines on XP to SP3?

Not exactly.As i know, WUA on the client side will still detect/download based on its need,clients will only download the updates needed in the 538Mb package.

But that's exactly my point! It's NOT doing that - it's downloading the full SP1 install package from WSUS for every PC, no matter whether the PC is already fully up to date with other patches or not. Yet when I connect externally, to Microsoft, to do it - it works fine and only downloads the portion it needs.

Yes, we do use the express files option.
The two key points here are:
1. Why is the download via our WSUS server different from doing the upgrade direct from Microsoft Update?
2. Why is the behaviour of Win 7 SP1 different from that of other large variable updates we've done? We had a similar exercise with Win XP SP3 - and that worked as expected and only downloaded the parts of the update that were actually needed by each individual PC.

As i know, the behaviour should be the same whatever it is downloaded form Microsoft Update or from WSUS.
