Windows Server 2012 and WSUS 3.0 SP2

Hello,
On my Windows Server 2012 box, I cannot find the correct Visual Studio reference for the following dll -- even though I have successfully enabled the WSUS role:
microsoft.updateservices.baseapi.dll

Is the following folder present in the windows root?
C:\Windows\assembly\GAC_MSIL\Microsoft.UpdateServices.BaseApi

GAC_MSIL is present, but Microsoft.UpdateServices.BaseApi is not present.

On my Windows Server 2012 box, I cannot find the correct Visual Studio reference for the following dll -- even though I have successfully enabled the WSUS role:
microsoft.updateservices.baseapi.dll
There should be multiple instances of this file in almost every subfolder of %ProgramFiles%\Update Services.
On a Console-ONLY installation, there should be a copy in the ~\setup folder and in the ~\setup\bin folder.
