Share point 2010 BDC error

I'm trying to create BDC service from Share point 2010 central admin --> Manage service application.
I got this error.
The load balancer is not provisioned. Verify the load balancer was provisioned successfully before retrieving endpoint addresses."
not sure to install WCF hot fix for this...........I was trying to install WCF hot fix at http://support.microsoft.com/kb/976462. its says not supported in system,I have windows server 2008 r2 64bit with sp2010.
its just standalone server, i don't have farm connected with web front servers.
Any help Appreciated.

Friday, February 08, 2013 6:56 PMIt does support Windows Server 2008 R2 x64. Please post here full error or screenshot you have.
