This link also doesn't work, but at least it's from some 3rd party forum.

Bill - Additionally, the first link works fine here, and the second brings up the Scripting Guys where a simple glance shows a category for Windows Management Instrumentation

This used to be the "WMI isn't working!" page, however it appears that the only way to see that page now is to use the internet wayback machine. Too bad, because that was a very nice troubleshooting article!- That could be, but the OP has only the one post, with invalid URL's, so I suppoose we will never know.
That page on the wayback machine is pretty cool, but http://msdn.microsoft.com/en-us/library/aa394603(VS.85).aspx might suffice as well.
