Windows 7 Upgrade Failed, No automatic rollback. Continous Loop for setup.
- Hi,
hope someone can help me, I did an upgrade to Windows 7 from Vista on a Dell Vostro 1000.
I have only 2 boot options: Windows 7 or Windows 7 Setup.
W7 Setups brings me a commandline box.
W7 boots, displays that it is starting services an then stops with error message, saying it will Roll back to vista -> after reboot it starts the same thing.
Exact error Message:
The computer restarted unexpectedly or encountered an unexpected error...”
I have a german Windows 7 MSDNAA iso.
How can I resolve this?
Thanks for your help in advance.

- Hi JJ,
I found the thread that might be of help in restoring to windows vista below:
http://social.answers.microsoft.com/Forums/en-US/w7install/thread/02fecb91-462a-4d7a-9dad-d38f053ab587
Also some people resolved similar issues by the following steps:
Unplug most devices from the back of the computer (printers, scanner, usb devices). Then go to the BIOS setting and deactivated all on-motherboard hardware, such as on-board sound card, graphics card, usb devices, etc.
When resumed setup, it will complete setup and finally started the Windows desktop. All of the files were still there. We went back to the BIOS settings, reactivated the devices, and plugged everything back in.- Proposed As Answer byShaon ShanMSFT, ModeratorMonday, November 30, 2009 9:23 AM

Is your Windows 7 DVD bootable? Were you upgrading by launching Windows 7 setup from within Vista? Do you have any free space available on the harddrive (non partitioned or a partition where you can delete the contents)?
cyanna- Yes, my Disc are both bootable, Vista and Windows 7.
I was upgrading by launching Windows 7 setup from within Vista.
There is only one whole partition. I can boot from WinPE or resize the partition to get free space. Hi,
Pressing F8 during the black screen right after the BIOS screen should show you a menu for "Last known Good Configuration" or starting in the old Vista version. Can you access the operation system now?
It is always suggested to run the Windows 7 Upgrade Advisor to check if our system is ready for Windows 7, It can help you aviod potential issues with your hardware, devices, and installed programs.http://www.microsoft.com/windows/windows-7/get/upgrade-advisor.aspx
You had better start by upgrading and/or resetting the BIOS settings to the default and disconnect all but the necessary devices (keyboard + maybe a mouse)and see if the installation comes through- The hardware is full Windows 7 compatible.
I only have two bootoptions after bios:
W7 Setups brings me a commandline box.
W7 boots, displays that it is starting services and then stops with error message, saying it will Roll back to vista -> after reboot it starts the same thing.
Nothing works: i tried last good, secure mode, vga mode...
There is no option to roll back to vista...- Edited byjayrayjj Wednesday, December 02, 2009 4:39 PM
- I assume you are unable to boot into any operation system. At this point, you can boot from the Win7 disc and perform a clean install. Please Note: do not choose format the hard disk during the setup and do not provide the upgrade key. Then you can boot into Windows 7. Most your system information and user data will be saved in the Windows.old folder, you can restore them from this folder.
In addition, it is still highly recommended to unplug unnecessary devices such as network card. - That is exactly the option I have, but this is not a solution, its a workaround including loss of settings and data like passwords.
Is there a way to manually start the rollback or to disable the faulting service so windows 7 can start without error.
Thanks...- Edited byjayrayjj Thursday, November 26, 2009 10:48 AM
- First, it is wired only Windows 7 and windows Setup options during the upgration. When you were prompt "where do you want to install windows" to choose a Physical Location to install, which partition did you choose? In addtion, at the same prompt window, there is a small "Load driver" under the botton "Refresh", as the setup stops at the starting service part, it is likely the driver was corrupt, better download all the latest available for win7 using this option.
- I startet the upgrade to windows7 within windows vista. There were no need to indicate any partition or something else. I launched the update advisor first and there were no issues with the compatibility test before the installtion.
A clean install ist possible, but is not the solution i want.
On my disk is my complete system including mails, programs, passwords and settings and the problem is that it is stuck at the end of the update process.
There is only one partition with 120GB.
A clean install will take me more than a few days till everything is like i have it before in vista. I have already upgraded my desktop-pc with 7 and the settings are there, i know that it is not the same as a clean install with windows 7.
All the files for the rollback are still on the disk. Isnt there a way to change any file to activate the rollback option or to start 7 without the stop error.

- Dont work for me...
Actual state:
Near the end of the upgrade the PC displays "Set up is Starting Services". Then it stops with an error window titled " Install Windows." "Windows could not complete the installation. To install Windows on the computer, restart the installation."
"The computer restarted unexpectedly or encountered an unexpected error...”
OK is the only option. Then it says "Setup will continue after restarting your computer". It reboots to the Boot manager showing choice of Windows 7 or Windows Setup. Windows 7 restarts and does the same loop stopping at the Install Windows error window.Choosing Windows Setup boots to a Command window labeled Administrator:Cmd.exe.The message "This environment should only be used to recover from a failed installation. Type EXIT and press ENTER to resume installation.X:\$Windows.~BT\Windows\System32>
Already tried the is too long option, but dont find this string. I also noticed that after removing this issue windows vista will boot.
I do not have the option to boot to windows vista as mentioned above.
Send my logs to the indicated address in the other thread.
Still waiting for a solution. Getting very angry, because i need my laptop back working.
J - Everybody experiencing this issue, please state if you are attempting the upgrade on a OEM pre-installed computer with the recovery partition in place. You might have to remove that partition and in some cases (Toshiba, Packard Bell, possibly Dell and HP) you'll have to completely reformat the drive and perform a clean install or install W7 in dual boot (or have the manufacturer do the upgrade for you).
- Yes, the system was preinstalled by Dell. Originally it was Vista Home Basic and i upgraded to Vista Business (MSDNAA) without problems. By beginning of the upgrade there was the recovery partition on the disk. Meanwihile I have removed the partition. I have a ghost image of the disk before removing the recovery partition.
What is exactly the problem. Isnt there a way to diable services, changing the start scripsts or to manually start the rollback to vista.
I will paste my setuperr.log here:

I also have the setupact.log but is too long to paste.
This isnt good news and very bad propaganda for microsoft. A upgrade should work for everyone, especially for those who buy an upgrade version.
Still waiting. - jj, I seem to be in the same situation that you are in. Have you made any progress in resolving the problem? From the threads that are posted it seems that to date you have not.
I was entering the last step in an upgrade to Windows 7 home premium from Vista home premium, and got stuck in the same situation that you did. Same message appeared on the screen. Setup is starting services.... I am stuck in an endless loop and can not get back to Vista. I only have the same boot options as you mention, not able to boot from Vista. I have been told by Gateway that I need to do a clean installation of Windows 7. They say I can do this from the Window's 7 upgrade kit, I wonder if this is true?? I would like to roll back to Vista if possible, but how? This is sure frustrating. Hi all,
I have still the same situation...
I changed the disk in the notebook with another one and installes Windows 7 without any problem.
The orignal disk is here an i am waiting for a solution too.
Here are the links to the threads with the options I tried:
http://social.answers.microsoft.com/Forums/en-US/w7install/thread/0275d4ac-a6ca-4992-b6e5-dc128cc5f86c
http://social.answers.microsoft.com/Forums/en-US/w7install/thread/02fecb91-462a-4d7a-9dad-d38f053ab587
This is just a shame for microsoft, isnt it?
J- I've done about 5 formats on my 1tb HD that I'm trying to intall windows 7 on. I keep on getting the same loop. I've tried to take out the disk once it does it's first reboot, and this does not fix the problem. I have an Asus P5Q-E motherboard, with no on board video, so I have to use a card to see what I'm installing. I've been searching forums for 3 days now with no solution. Yes, I am doing a clean install. I've also explored RAM issues because some forums have said that it may be a RAM incompatibility. But my RAM is not the problem, nor my instal disk. SOME one needs to help us now. I'm begining to start wanting to rid myself of MS and now i'm even mad at ASUS. I'm mad at everyone. HELP!!!

i am not exactly a computer expert but i was wondering do any of the people who are trying to get there computers back to vista after attempting a windows 7 installation not have a vista disc or back up cds/dvs from the manufacturer of there computer either when they bought it or did they not make one up as advised when they purchased there machines?
