    I've just upgraded my computer to Windows 7 and internet performance has become unusable.  Connection speed will be ok in bursts but will stall.  Downloading large files is only possible by repeatedly pausing and restarting the download process, otherwise the application will download a feww hundred kB or maybe a a MB and then process stalls to zero.  Web pages fail to load sometimes without hitting refresh a few times, etc.  The computer is unusable for internet tasks.

    I've installed the latest Realtek RTL8168C driver v 7.006 updated 10/23/2009 from the Realtek web site.

    I've disabled all firewalls and antivirus software.

    I've got a second computer (WinXP) connected to the same LAN hub which is performing just fine (and I've been using to download driver updates for the Windows 7 computer), so the internet connection is fine.

    The computer is a Dell Inspiron 518, is pretty new (less than a year old), and the Windows Compatibility Report produced but the Windows 7 Upgrade Advisor reported no problems with the hardware before upgrading to Windows 7.  Win7 version is released Home Premium, new out of the box.

    Please help, I don't know what else to try.

    The "Function Discovery Resource Publication" service publishes this computer and resources attached to this computer so they can be discovered over the network. If this service is stopped, network resources will no longer be published and they will not be discovered by other computers on the network.

     

    The "Function Discovery Provider Host" service hosts the Function Discovery (FD) network discovery providers. These FD providers supply network discovery services for the Simple Services Discovery Protocol (SSDP) and Web Services – Discovery (WS-D) protocol. Stopping or disabling the FDPHOST service will disable network discovery for these protocols when using FD. When this service is unavailable, network services using FD and relying on these discovery protocols will be unable to find network devices or resources.

     

    By default, the "Function Discovery Resource Publication" service is stopped after installing the system. You can disable the service and restart the computer to check the result. If the issue persists, you may also need disable another service if you need not use the Function Discovery function. (The service is seldom used.)

    Hi,

     

    First, I would like to confirm the following questions:

     

    1. How does the computer connect to Internet, via switch or router?

     

    2. Which application was used when downloading files?

     

    At this stage, you can perform the following steps to troubleshoot the issue.

     

    1. Bypass the router or switch and connect to DSL modem directly for a test. (If there is router or switch)

     

    2. Restart the computer in Safe Mode with Networking and then download some files again.

     

    3. Assure to download file without any third party programs. Then perform a Clean Boot and download file in Clean mode.

     

    For your reference, please download Windows 7 Upgrade Advisor for a test. The size of the file is 8.3 MB.

    The computer is connected to the internet via CAT5 cable directly to a DSL modem.  No router in between.

    The poor performance is from any application (IE8, Firefox, iTunes, Quicken, ...).

    I've left my internet connection cabling the same and rebooted in Safe Mode with Networking and the problems go away, internet speed (and consistancy) is fine with any of the above programs.

    Before installing Win7, I downloaded and ran the Windows 7 Upgrade Advisor and it found no problems (all fine for upgrade).  I ran it again just now and it showed the same results, no issues found.

    Wow - what next?

    Just in case, I've also just uninstalled Norton Internet Secutiry 2010 (using their uninstaller) and also uninstalled iTunes and all other Apple programs that it installs.  I've also uninstalled Audible Download Manager and Google add-ins for IE (the only programs left that were autostarting) and rebooted.

    No help, same issue exists.

    Any thoughts?

    Since the issue did not occur in Safe Mode with Networking, we can conclude that the issue can occur by incompatible third party programs.

     

    At this stage, please reload IE to default settings and then perform a Clean Boot for a test. If the issue disappears in the Clean Boot environment, we can use a 50/50 approach to quickly narrow down which entry is causing the issue.

     

    For your reference, I have enclosed the steps for Clean Boot below:

     

    1. Click the Start Button type "msconfig" (without quotation marks) in the Start Search box, and then press Enter.


    Note: If prompted, please click Continue on the User Account Control (UAC) window.

     

    2. Click the "Services" tab, check the "Hide All Microsoft Services" box and click "Disable All" (if it is not gray).

    3. Click the "Startup" tab, click "Disable All" and click "OK".

     

    Then, restart the computer. When the "System Configuration Utility" window appears, please check the "Don't show this message or launch the System Configuration Utility when Windows starts" box and click OK.

    Did all above (reloaded IE, disabled all startup processes and non-Microsoft services), rebooted, problem still persists.  Rebooted again in Safe Mode with Networking and problem goes away.

    Anything in Microsoft Services that could be the cause?  Or something else?

    More progress - I've isolated the problem to two Microsoft services.  Enabling both Function Discovery Resource Publication and Function Discovery Provider Host at the same time is causing the problem.  Disabling either makes it go away.  I've disabled both, re-enabled all Microsoft and non-Microsoft services and all is well again.  I've restored the startup processes, re-installed all third party software, firewall/antivirus is re-installed, all is well.

    What is it about:
    - Function Discovery Resource Publication
    - Function Discovery Provider Host
    that could be hosing up internet performance for large files?

    And also, any possible problems that could arise from running my system without these two services?

    I stumbled across your informative posting while experiencing/researching the same problem you had. I disabled both services as well, but am still not back to the speed I used to have.

    When you said, you re-abled all MS services, did yuo literally mean all of them? Apologies if this question sounds silly, but i also experienced a much slower boot time once I upgraded while my system is not the slowest one (i7 CPU with 6GM Ram), so I disabled some of the unnecessary services. I do use a router though.


    You also had to uninstall and reinstall all 3rd party software? That sounds like a major drag.

    Thanks for confirming. My internet is down to a crawl and it just feels &%(*& after upgrading. It is supposed to be better ...

    i too face the same problem... i get problems while updating antivirus software, downloading files for software (updates) are slow

    I too see this issue... I have disabled the 2 services listed above but am still getting poor internet performance. I have 3 other PCs on the network 2 running vista and 1 XP and neither are seeing the issues that I am currently.

    Please advise.

    Oh man. I went through this same headache after my Windows 7 upgrade! I tried half a dozen different things with no improvement. Finally, I disabled the 802.11n setting on my wireless adapter and Voila! Instant network improvement! I'll have to do some investigating as to why N isn't a happy camper on my setup, but for now, I can function on the network properly.

    Hopefully that will work for you guys too.

    I disabled both services and the internet speed is back, the PC i bought almost 3 weeks ago is finally is a status of "working" ;-)
