Creating a Retention Policy for All Mail Folders but Notes

We've created a Rentention Policy for our Outlook users that has a retention tag that applies to "All other folders in the mailbox" and the action is set to Move to Archive.
This is working great so far. Now we have a specific use who we need to tweak the policy to not archive Notes. Everything else is the same except no archiving of Notes. What's the best way to approach creating a new policy in this case? I can't 'clone' the current policy and just select the mailbox folders I'd like to archive, as much as I'd like to be able to.

Hi Sandy,
When you apply Retention Policy (for All Mail Folders), it also will apply on the Note folder. If you don't want it work on the Note folder, the workaround is apply the Personal never move to archive Personal Tag (displayed as Never under Archive Policy in Outlook/OWA) to that folder.
