Enter the BIOS, look for a setting called Memory Remapping, and enable it. On some motherboards this setting is needed to enable Windows to see more than 3 gb of RAM.

I don't know if only the memory reported is worrying you or if you're noticing real performance problems. If the reports are the issue, keep in mind that those might change from OS version to OS version and from the specific tool you use to monitor these values to another tool (may these tools be part of the Windows OS or third-party). If you suspect a real performance issue, you could monitor for a certain time the green stack in Task Manager: If it continuously displays a memory usage near the upper limit of the graph, you might consider to increase your installed RAM. With 3 G usable out of 4 G, this should only happen if you use applications that are heavy memory-consuming and use these apps frequently.
For additional, not too-technical information I recommend a look here: http://support.microsoft.com/kb/929605/en-us.

One thing you could do to track the causes down, is going to Device Manager -> View -> Resources by connection -> Memory, looking if there are devices listed below FFFF FFFF (4 GB). If so, you must use the "Memory Remap" function (if there is one) in your BIOS, like said above, or the access to your >4 GB memory will be blocked, as RAM is only usable as a contiguous space.
