Scaling out the CA from one server to another in sharepoint 2010

Hi all,
Let consider a Scenario like Server 1 named as A and Server 2 named as B
On refering the few URL's. I could confirm that removing CA by running the SharePoint Configuration Wizard in A. then running the configuraiton wizard in B and hosting the CA.
My doubt is like whether we need to start the corresponding CA service in B and then proceeding the configuration wizard or vice-versa(i.e. doing the sharepoint configuration wizard and then activating the services and features)
@note: I could say after doing this process, i need to configure the AAM too.Please correct me, if i'm wrong.
Please comment me on this.

Just by starting the service in the central administration service, could able to run the configuration wizard and host the Server "B".
Please suggest me, which one is best practices to perform.
