You have mis-configured the network interface. I have corrected as follow:
Internal: 172.18.21.1/24 no gw; DNS: 172.18.21.10(internal DNS server);
External:172.18.20.1/24 gw:172.18.20.10 no dns;
After that, you should create network rule “NAT” from Internal to External, then create access rule to allow the traffic.
