Forefront Client Agient

i have deployed forefront for my clients and i configured that agents can view the agent screen but cant edit the configuration only the can make scan ,,, but it works in some clients and other it didn't so if u can help me to make it working for all , but i noticed that when the client is a member of local admin group he can open it ,, if he is not he can't open ?

Thank you for the post.
Before going any further, I’d like to know how do you deploy the FCS policy. As far as I know, only administrator can change Client Security agent settings. For more information, please refer to the following link.
