You want to study the Local Policy Tool, also known as LocalGPO, and how you can use it to create a GPO backup of the local GPO. For more information open the security guide for one of the Windows baselines in SCM and review the section called "Introducing the Local Policy Tool" The LocalGPO tool is very useful in several in this and several other scenarios, however understand that when you use it to create a GPO backup it only copies the settings stored in the local group policy. This means that certain types of settings delivered via domain-based group policy will be included, but others will not. So to get the complete state for a domain-joined computer you also need to look at the GPOs which are being applied from the domain.
