Unable to create a secondary site

  I have install all the pre-requisite of a secondary site (IIS, WebDAV, BITS etc..). Right now im trying to create a new secondary site from the console. I right click the primary site node and select the new secondary site and just follow the wizard. Im able to see the new secondary site node, but since yesterday, it is still at a loading stage.... Then i view the SMS_BOOTSTRAP notepad, it says like install.map does not exist. What does it means or am i missing something that i need to install prior to creating it from the console?
