You have to be more specific in your queries - do reading on MIIS concepts. Delta import reads changed objects from the source. It means it read all updated object in AD(specified OU) since last delta,or full import(it compare object update time of AD object) ?
If we create new object in OU, it is imported by delta import ?

It is since the last delta import. There is a cookie mechanism that is used to keep track of this.
Adding a new object would be picked up by a delta import.

This mechanism only works for the AD management agent, other managemens agents have their own delta implementation.
new objects are indeed imported, you can also create join or projection rules to synchronize the newly created objects to metaverse objects, you need to be aware that this joining process is not done automatically, if a object is imported in the CS and FIM provisiones the same object errors will occcur.
