SharePoint DashBoard (KPI) Abilities?

Hello,
I am developing a team site for a company and one of the requirements is creating a dashboard or some other means of automatically updating their KPI's. I have full access to the team site, but do not have access to the Central Administration OR the SharePoint Server.
Am I able to access Dashboard designer without access to the server? If not, are there any other options for creating a dashboard OR some means of displaying KPI's on the team site. I have done all my SP site developing through the front of SharePoint and through SPD, but I feel like I am pretty limited without Central Admin access or access to our SharePoint server.
What do you think?

You do not have to have access to Central Admin or direct access to the server to use Dashboard Designer. Just need a BI Site up and running and PerformancePoint Services initially configured (which does take CA access). You can even use a SharePoint list as a data source for the KPIs and that way a particular group of users can update the values without even having access to Dashboard Designer.

Right, I dont have PerformancePoint services configured, and do not have access to CA.
How would you go about using a SharePoint list as a data source for KPI's?
Can you please explain.

Assuming you can get your SP admin to configure PPS in central admin, then when you go to create a data source you will see SP List as one of the options.
