FIM 2010 GALSYNC not exporting to 2007 Exchange

Have FIM 2010 MA set up for GALSYNC with an Exchang 2007 server in a different forest. Imports/Synchs are successul. But Exports results in no adds/updates...nothing but status is "success".
MA was configured with all the defaults except for the choosing of the target containers.
Can anyone point me in the right direction?

Look at the resuls of the sync run, does it show that any provisioning occurred? if not then turn on provisioning
Tools -> Options
Then look to see that the checkbox for Enable metaverse rules extension is checked that the Rule Extension Name is selected, and that Enable Provisioning Rules Extension is checked.
