Try to Log in into the server & run dcdiag/test:dns and check for errors if any.
Also check for DNS related event IDs.

It seems the reverse name resolution is not working properly on DC.COM site . Which DNS server is these hosts in DC.com using now ? Have we created a reverse zone for the IP segment of USA site and replicate the records form the DNS server of USA site to that DC.COM DNS server ?
A simple testing we may try is switching to use the USA DNS server as the preferred DNS address on hosts of DC.com and see if can get the proper result,

Tiger gave you a good test solution swapping DNS IPs. Howeber, I'm confused a bit - maybe I missed something, but what is "CDC?" Is that what the Active Directory Site name is called for the usa.dc.com child domain?
How is DNS designed in your forest between dc.com and usa.dc.com?
- Are the dc.com and usa.dc.com zones in the ForestDnsZones partition (replicated forest wide)?
- Or is dc.dom and usa.dc.com in their own, resepective DomainDnsZones partitions (only replicated to DCs in their own domain), and you have a parent-child delegation created from dc.com to usa.dc.com?
- How about the reverse zone(s)? Are your reverse zones set to forestwide (ForestDnsZones partition) or domain wide replication (DomainDNsZones partition)?
Please review the following and provide some specifics on how DNS is designed for the forward lookup zones and the reverse lookup zones. This way we can evaluate the design and see what may be missing that is not supporting reverse lookups.

My feeling is the reverse zones are only set to Domain wide replication, which is why the reverse zone is not available in both locations.
