Can the FOPE service be used directly to send outbound using a mobile device (IMAP)? No Exchange on premise, current anti-spam server is used for sending outbound/preventing spam. The current solution will be going away.

Hi,
no FOPE is an Antispam/-malware filtering solution. It receives the mails filters them and then forwards the emails to your own mailserver.
The solution you are searching for would be Office365.
