Why is someone able to create subsites in SharePoint Developer?

  when you say 'Sharepoint developer', are you refering Sharepoint Designer?

  Yes. I meant 'SharePoint Designer'.

  They are able to create subsites in designer, but they are not a member of a group that has 'create subsites' permission.

  Does having SharePoint Designer access implicitly grant subsite creation permission? That doesnt sound right...

  No, SharePoint Designer has all the permission trimming the web ui has. You must be missing something. Check again that the user is not in any Active Directory Group or SharePoint Group that has create subsite permission

  Hi,

  try to check all user permissions and AD Groups. I'm sure this user has permissions for create subsites. Maybe you must create the user profile again.
