SSP - "Hiding" Service Request - SCSM 2012

Hi All,
I really hope someone here can help me.
I am trying to lock down my portal and present only Service Offering to Certain AD Groups.
I am trying to "hide" service offerings related to Finance from NON Finance people.
I have done the following.
1 Created both Service offering and request offering and placed them in the same MP.
2. I have created a created a catalog group and added the Service Offering and Request Offering related to Finance Application here. Added as "Included Members".
3. I have created a new user based on "End User" for a Finance group.
4. Specified the "Catalog Item Group" that they have access to, this is the Catalog Group created in 2.
5. I have added ONE user only to this group.
However when I publish this Request Offering, it is visible to everyone.
Did I miss a step or something?

Good day.
Check another roles - it may contains access to this "Financial" Catalog items group or access to all Catalog Item Groups. It is only one reason for this situation.

Did you remove Authenticated users from the Out-of-the-box End User role?

Hi All,
I got it figured out.
I have a component of the CI group in a different management pack.
