  In theory you can, but is not recomended because users can mess up the domain and you will be in trouble. By promoting a RDS server to a DC also restictions will apply, and you have to edit the DC security policy.

  Thanks for your answer, actually I have to add a second domain controller to an existing active directory domain. The RDS Server is already a domain member.

  Still, try not to install anything on the DCs, let them as clean as posible.
