As sccm 2012 is still not a release version, could i install RC version first ? Once sccm 2012 offical release, could i uninstall RC version and reinstall release version and reuse site code again ?

You could, but it is not supported to install the RC in a production environment so I would strongly discourage you from doing so.

If this happens to be in a test environment, then I would recommend usiong a different site code. Reusing the same site code can cause a lot of confusion.

Last, don't use significant site codes. They don't have any meaning and the users will never see them. Stick to very generic site codes like PR1 (for Primary), CEN or CAS for central, etc. Getting attached to a site code will eventually cause you pain. Making them generic and meaningless relevant to your organization is the recommended course of action because at some point, you will have/want to change it and there is no supported method to do so.

I already installed scom server RC version, could i use in-place upgrade to upgrade existing scom server when release a final version ? If not, how to migration it ? Could I export existing management pack and then re-import into new's SCOM server ?

I don't think, you are going to get an answer from this forum. I would request you to kindly use the forum mentioned above for ConfigMgr 2012 related queries.

There are no upgrade path from RC to RTM unless you are a TAP customer. However that should not be a problem as you are only allowed to install RC in a test environment and not in production.
